New official plans have been unveiled that provide better fraud protection, including an anti-fraud filter, against email and text scams.
These scams are widespread in France and frequently contain a link to what appears to be an official website intended to get individuals to enter their personal or financial information so that it can be stolen.
Between March and October 2022 alone, Thésée, a website devoted to online scams, received close to 60,000 complaints.
President Macron made a campaign commitment to provide better online security. In May, the administration gave ministers a draught law on the matter.
More fraud during significant events
Users would see a warning message from the anti-fraud filter when they clicked on websites that were flagged as hazardous.
The goal is to test it before the Rugby World Cup in September and increase the list of fake websites in time for the 2024 Summer Olympics in Paris because scams frequently grow during big international events.
Anti-fraud filters must first con people.
Despite being "a great idea," a cybersecurity expert told The Connexion that this is not the best way to stop such scams.
According to Denis Jacopini, "With this, others must be duped to permit the website to be reported up before people may be safeguarded.”
You won't trust the letterbox if one out of every ten letters you get contains a poisonous powder that will poison you.
The government is recommending that people be warned that if they open a yellow letter, they will be poisoned because this has happened to other people.
He continued: "If the service takes weeks or months to react to flagged websites, it will be useless."
Implementing a filter to identify malicious emails, in his opinion, would be a better option.
Strengthened ability to filter pornographic websites
Additionally, the proposed legislation would grant the Arcom regulator the authority to direct operators to block pornographic websites without first consulting a judge.
Additionally, the websites would be delisted from search engines, and the proprietors would be required to pay a fine of up to 4% of their worldwide revenue.
The majority of pornographic websites have merely included a button that users can touch to declare they are over 18 even though most are already required by French law to verify users' ages.
Even at a news conference, Minister for Digital Transition Jean-Noel Barrot warned that if Arcom did not follow rules, "Twitter could end up being blocked."
The dominant social media platform does not check the age of users and permits obscene content.
The regulator would be responsible for disseminating the verification system's rules.
Social media censorship for inciting violence
Users who are found guilty of inciting hatred will be barred from social media, which is another important precaution.
If a person is found guilty of cyberbullying, child pornography, Holocaust denial, "apologizing for terrorism," or spreading violent pictures, judges could mandate a six-month suspension from a specific account – or a year for repeat offenders.
The plan would also include in French legislation the EU's Digital Services Act and Digital Markets Act, including a prohibition on tracking individuals' online activities for targeted advertising without their express consent.
